	AIA'S BEST LIBRARIES 2007 When Scottish-American philanthropist Andrew Carnegie opened his first public library in his hometown of Dunfermline, Scotland, in 1883, the motto he had inscribed over the door was "Let there be light." 	AUSTRALIAN GOLD FOR TAGLIETTI The Royal Australian Institute of Architects (RAIA) has awarded its Gold Medal for Architecture to Italian-born architect Enrico Taglietti. 	RICHARD ROGERS PRITZKER PRIZE The Pritzker Prize, one of the world's highest honors in architecture, goes this year to British architect Richard Rogers. In announcing the jury's choice, Thomas J.
