River View, in Guadalupe, California, is a 26-acre (10.5-hectare) master-planned neighborhood that contains 80 rental townhouses and 50 detached single-family houses for first-time homebuyers. It was designed by Murray Duncan Architects for People's Self-Help Housing. The project also includes a 10,000-square-foot (930-square-meter) community center and a 15-acre (6-hectare) city park.

Public Initiatives Development Corporation in San Francisco, commissioned Leddy Maytum Stacy Architects and Paulett Taggart Architects to design the nine-story Plaza Apartments. Located in the city's South of Market Earthquake Recovery Redevelopment Project Area, it provides 106 small studio apartments, support services for its at-risk population, ground-floor commercial space, a landscaped courtyard, and a community theater.

The Terner Prize is administered by the Center for Community Innovation at the University of California, Berkeley. The CCI works to revitalize neighborhoods, develop economic resilience, design and program for the public realm, and produce and preserve affordable housing.

The jury for this year's Terner Prize included Elinor Bacon, president of ER Bacon Development, LLC in Washington, DC; David Baker, principal of David Baker + Partners in San Francisco; John King, urban design and architecture reporter for the San Francisco Chronicle; Greg Maher, vice president and deputy general counsel for Local Initiatives Support Corporation in New York; J. Michael Pitchford, president and CEO of Community Preservation & Development Corporation in Washington, DC; and Geoffrey Wooding, AIA, principal of Goody Clancy in Boston.
