A building can outwardly but subtly express the functions it shelters and express institutional regard towards its surrounding context. An example of this is the new office building for Rijkswaterstaat Zeeland, the Department of Water Management and Transport (RWS), in Middelburg, The Netherlands. Through its many sustainability features, it shows deference to energy and water conservation and to the well being of its occupants.
The building boldly fronts a canal, marking the entrance to the city. Its transparency shows a welcoming respect for visitors who might otherwise have a technocratic image of the organization. Similarly, the extensive glazing is a gift to employees who enjoy the views along the canal and to the natural surroundings.
The elongated volume enabled site planners to maximize the distance between the work environment and a noisy road. Elevating the building on pilotis made room for parking below and freed up a triangular piece of parkland.
