Question
“Reverse Auctioning” is a bidding technique used by the Pennsylvania Department of General Services for a project several years ago. Can you describe how it works?
Answer
In this case, the Pennsylvania Department of General Services prequalified nine firms and installed secure software for each. The firms placed bids over the Internet at one-minute increments. Bidding started at $3.8 million. After 170 different bids over 90 minutes of bidding, the final low bid was at $2.6 million.
